Luzerne County, Pa., Selects BI Incorporated to Operate Day Reporting Program for Parolees
WILKES-BARRE, Pa.,—June 3, 2010— BI Incorporated announced that Luzerne County has selected BI to operate a day reporting center at 125 N. Wilkes-Barre Blvd. Suite 4, Wilkes-Barre, PA for select clients in the local criminal justice system. Some of these clients may be clients who are eligible for release from the Luzerne County Correctional Facility. This center, designed to supervise and provide treatment and training services for approximately 150 clients, will help alleviate jail crowding and reduce chronic recidivism. The center is targeting an opening date of July 19.
BI operates more than 35 day reporting programs nationwide, including a similar center in Franklin County that has successfully curbed recidivism and reduced jail crowding.
Clients directed to report to the Luzerne County Day Reporting Center will go through a four-phase program that includes regular reporting to the center, intensive treatment, training, and ongoing testing for drug and alcohol use. Clients will also participant in classes geared to change criminal behavior, including:
- Cognitive behavioral treatment classes
- Substance abuse treatment
- Adult Basic Education and GED prep
- Anger management
- Life skills classes
- Community Connections (linkage to community services)
- Employment skills building
“This intensive approach to community-based supervision will complement the County’s overall supervision efforts. We’ll hold participants accountable for their behavior in the community and provide rehabilitative services to help break the expensive cycle of repeat criminal behavior,” said Matt Wirtner, Eastern Regional Manger.
Clients will be placed at different levels of treatment and training based on assessed risks and needs. They will be monitored closely with daily check-ins and intensive case management. Failure to comply with rules and guidelines at the program will result in increased sanctions up to re-incarceration. Clients will go to the program for approximately 180 days. The BI Luzerne County Day Reporting Center will be open six days a week, from 8 a.m. to 8 p.m. Monday through Friday, and from 8 a.m. to noon on Saturday.
