Yakima County renews multi-year contract with BI Incorporated for offender monitoring systems

The Yakima County Department of Corrections has selected BI Incorporated to provide offender monitoring technology for its Electronic Home Confinement Program. BI is the leading provider of offender supervision, treatment and training services in the country and has provided offender monitoring technology and support for Yakima County since 1999.

Under this multi-year contract, BI will provide the following technology and services:

  • BI HomeGuard® 200: This radio-frequency electronic monitoring system includes a tamper-resistant ankle bracelet installed on the offender, a receiver placed in the person’s home and a host monitoring computer. HomeGuard, the most widely used electronic monitoring technology in community corrections, monitors whether offenders adhere to court-ordered schedules and curfews.
  • BI TAD™: This alcohol monitoring system is an ankle-worn device that includes a sensor, which rests against the offender’s skin and measures ingested alcohol. This device, also known as a Transdermal Alcohol Detector, can detect the use of alcohol through moisture and vapor expressed through the skin. In addition, BI TAD acts as a curfew monitoring system to detect the absence or presence of a person at home at pre-determined times.
  • BI GuardServer®, powered by TotalAccess: This server and single monitoring software platform allows BI customers to host their own monitoring center to supervise offenders. Using TotalAccess, officers can enroll and remove offenders, adjust tracking zones and schedules, set alert preferences (fax, email, text) and produce custom reports for a single offender or group of offenders, among other features.

Yakima County spans more than 4,200 square miles, ranging from the Cascade Mountains to the lowland steppes and valley floors. In spite of such diverse terrain, the county is able to use BI’s electronic monitoring systems to enforce curfews and other restrictions as a requirement of the Electronic Home Confinement program. This, along with operating its own monitoring center, allows Yakima County to manage offenders in the community at a lower cost than incarceration.
