BI Incorporated has been selected by the Virginia Beach Sheriff's Office to supply offender monitoring equipment and services for sentenced inmates who are released to the department's Home Electronic Monitoring and Work Release programs. The nation's largest provider of offender supervision, treatment and reentry services for correctional agencies, BI will begin supplying these products and services this month.
Due to inmate overcrowding at the Virginia Beach Correctional Center, the Sheriff looks to expand the use of its Electronic Home Monitoring and Work Release programs to help alleviate this problem. Under terms of this long-term agreement, BI will provide active Global Positioning System (GPS) tracking and alcohol compliance monitoring systems for inmates in both programs. The Sheriff's Office anticipates increasing the use of electronic supervision to 100 offenders.
Specific technologies the Virginia Beach Sheriff's Office will use include:
- BI ExacuTrack® AT, a sophisticated active GPS tracking system that monitors offenders as they move about the community in near real time. With ExacuTrack AT, strict curfews and schedules are maintained and individuals can be confined to certain areas and restricted from other areas. This system is usually reserved for high risk offenders. When an offender returns home, ExacuTrack AT monitors compliance to home detention schedules using radio frequency technology, a cost saving feature.
- BI Sobrietor®, a remote alcohol monitoring system that accurately measures sobriety. With Sobrietor, offenders submit breath tests using a handheld device and results are transmitted via phone lines.
Sentenced offenders involved in Virginia Beach's electronic supervision programs will be monitored via the BI GuardCenter®, BI's 24/7 national monitoring center. If offenders violate conditions of release, alerts will be issued via fax, phone, email or page.
