Monterey County selects BI Incorporated to Operate Day Reporting Center for Adult Probationers

The Monterey County Probation Department will partner with BI Incorporated, the nation’s largest provider of treatment, training and supervision programs for community corrections, to open and operate a Day Reporting Center (DRC) for adult probationers. BI will provide treatment, training and case management services at the Monterey County DRC for offenders who pose a moderate to high risk level of returning to jail. The center will open on Dec. 28 and will be located at 427 Pajaro St. in Salinas. Monterey County is using a federal grant it received in September to fund the DRC.

Up to 50 adult offenders will be enrolled in the DRC, relieving pressure on the Monterey County Jail. Offenders diverted to the DRC will go through a four-phase program that includes regular reporting to the center, intensive treatment and training, and ongoing testing for drug and alcohol use. Offenders will also participate in classes geared to change criminal behavior.

“The Monterey County DRC will provide an alternative to the high cost of incarceration,” said Matt Moore, Western Regional Reentry & Supervision Services Manager. “Just as importantly, the programs at the center are geared to breaking longstanding criminal behavior, which will enhance public safety and generate long-term cost savings.”

Offenders will go to the Monterey County DRC for up to 180 days. Failure to comply with rules and guidelines at the DRC will result in increased sanctions such as tighter curfews, additional classes, more frequent reporting, house arrest or re-incarceration. Upon completion of the program, offenders will return periodically for Aftercare. BI’s programs are cognitive behavioral treatment programs operating under evidence-based principles.

BI is also operating day reporting center programs for probationers in Napa and Merced counties as well as centers for higher risk parolees for the California Department of Corrections and Rehabilitation in Fresno, Stockton and San Diego. BI also provides electronic monitoring equipment for the Monterey County electronic monitoring program.
