BI Introduces SmartLINK™, Innovative Mobile App that Connects Probationers, Parolees to Supervising Officers

BOULDER, Colo.— Sept. 8, 2016—BI Incorporated, a national provider of electronic monitoring products and services, announces the availability of BI SmartLINK™, a mobile application that helps probation, parole and pretrial service officers to easily connect, remind and monitor offenders on their caseloads via mobile devices.

SmartLINK allows supervising officers to keep offenders focused on their conditions of release with four modules, each controlled through BI TotalAccess®, the web-based offender monitoring platform. The modular approach allows agencies to tailor information delivered to the participant’s mobile device based on assessed risks and needs. The modules include:
- Check-In Module—An offender’s photo and location are captured by the app and submitted to TotalAccess. The participant’s picture is biometrically matched to verify identity, the check-in location data is pinpointed, and then geocoded to the closest address. Enhanced mapping is then used to verify that the check-in occurred from an expected location. The check-in module enables officers to confirm participants’ compliance with required referrals and curfew restrictions.
- Self Report Module—Similar to a kiosk, an offender responds to a series of questions and submits a photo via their handheld device. These are logged for officer review and follow up. Because the app can be tailored by individual, officers can increase or reduce reporting requirements as needed.
- Calendar Module—Officer-created calendar items are pushed to the offender’s mobile device. Configurable reminders and pop-up messages are forwarded for court appearances, appointments, supervision requirements and more. Offenders tap each item for more details.
- Resources Module—Community resources such as housing, medical or employment services are a critical lifeline for offenders as they reenter communities. The app includes an agency-provided and approved list of resources to the participant’s mobile device. This includes services provided, hours of operation, agency contacts, and any requirements for using the services. Driving directions and calls to the resource provider may be launched directly within the module.
SmartLINK, available for Apple iOS and Android devices, supports English- and Spanish-speaking offenders. Login security is managed through TotalAccess. The biometrics, location capture and calendaring features help drive offender accountability.
