Since 2004, BI Incorporated has supported the Department of Homeland Security (DHS) to operate the Intensive Supervision Appearance Program, an alternative to detention program known as ISAP. This program supports U.S. Immigration and Customs Enforcement (ICE) and Enforcement and Removal Operations (ERO) with case management and supervision services for individuals in immigration proceedings. ISAP utilizes a comprehensive case management system and electronic monitoring systems to facilitate attendance at immigration hearings and compliance with final court orders. Participants and their families are treated with dignity and respect, and they are empowered to take active roles in securing their due process rights.
BI works closely with ICE and our community partners to improve efficiencies, sustain program excellence, and develop innovative technologies and program solutions responsive to evolving agency and participant needs. The ISAP program design facilitates cost-effective services and promotes clear communication, quick responses, and efficient operations. ISAP delivers different supervision options, to which ICE refers individuals based on assessed risk and circumstance. The full-service option involves intensive case management, supervision, electronic monitoring technology, and individual service plans. These service plans include legal, translation, transportation, referrals to community services, and departure preparation.
ISAP provides community-based and culturally sensitive case management services tailored to the unique needs of each individual and family served. ISAP Case Specialists work jointly with our community partner providers nationwide to deliver holistic services focused on participant wellbeing and program engagement. Staff, with the help of the NGOs, assist participants in overcoming challenges and potential obstacles as they navigate the immigration court process, and ultimately meet their legal obligations.
